During the 98-99 academic year the Facilities and Support Services Committee of the Faculty Senate met once as a group on December 4, 1998. Additionally, its members represented the faculty on three University search committees.
Three major areas were discussed: (1) the winter break lock-down, (2) parking, and (3) campus/program accessibility issues. (Minutes of meeting appear below as attachment A.)
The FSS Committee represented the faculty on a committee charged with (1) selecting a "short list" of candidates from the pool of received applications for the position of University Chief of Police, (2) interviewing the ``short list'' of candidates, (3) and presenting a recommendation to the Stanley Taylor's office. A recommendation was made on May 03 and it is hoped an offer will made within the next few days.
Two proposals were received and are under review. It is planned to make recommendation to Dr. Scherrens by June 1. (See attachment B, below.)
Barnes & Noble was awarded the new Bookstore contract and will be fully operational by July 1. The BOV approved the contract at its March meeting.
Ms. Eardley from Barnes and Noble corporate office has opened her office in room 324 in J. Center. She will be looking after the transition from Follett to Barnes. The new general manager for all the three GMU Bookstores is Gail Pender and she will be sharing the office with Paula Eardley at J. Center.
Additional information on the bookstore contract is available in the minutes of the March 31 meeting of the Senate. (The continuation of the March 10 meeting.)
The FSS Committee was contacted by Stanley Taylor and asked to provide a faculty representative to the Parking Appeals Committee. The Matter was referred to O&O. Their response follows: (Ongoing)
O&O endorses that for 1999-2000 a faculty representative to the Parking Appeals Committee be designated by FSS. Any future requests related to Parking Services should be channeled to FSS and resolved on a case- by-case basis.

A. Minutes of the December 4, 1998 meeting. Present: T. Brawley (Senator) , L. Rigsbsy (Senator) , S. Zoltek (Senator), D. Craig (ADA/EEO Specialist), J. Jenkins (Interim Director, University Police), A. King (General Manager, Parking Services), S. Taylor (Associate Vice President Operational Services) The meeting convened at 11:07 a.m. 1. Winter Break Lock-down The Committee reviewed the lock-down procedures and made some suggestions regarding the wording of the lock-down announcement. (The lock-down procedures were to be emailed to all faculty/staff.) Mr. Taylor and interim Director of University Police Jenkins want the faculty to know that success of the lock-down process requires cooperation of all involved. We are asked to keep to a minimum the number of names placed on any departmental "access lists." We should also remember that the University Police will not provide room keys. Ways to better serve students who will be on campus during the break are under consideration. One possibility is opening, for limited hours, the Johnson Center and some of its facilities. If you encounter difficulties with the lock-down procedure, please send email to "szoltek@gmu.edu" so that we can discuss them with the University police at our first meeting next semester. 2. Parking Responding to faculty requests, Mr. King (General Manager, Parking Services) agreed to give warnings the first week of classes for parking violations. He will also be reviewing the need for better signage in parking lots. (Reports have reached his office that in some lots on campus it is difficult to tell whether you are in a student or faculty lot.) An incident where a staff member did not receive proper change when leaving the parking deck has been resolved. The money was refunded and the Parking Services employee has been reprimanded. Mr. King can be reached by email at "aking@wpgate" Lot updates: (i) 288 spaces added in lot A, (ii) 300 spaces to be created in the parking garage as result of an expansion project that will extend the garage in the direction of "student housing," (iii) additional Arlington parking (240 spaces) provided at VA Square Metro Lot, (iv) 340 spaces added on-site at Arlington Campus. Reminders: Darryle ssues (i) Arlington decal good at Fairfax or Prince William campus (ii) Neither Fairfax nor Prince William decals usable at Arlington campus. (iii) Fairfax and Prince William Decals are interchangeable. (iv) Decals that are stolen will be replaced for free (or a minimal charge) only if a police report indicates forced entry was used to remove the decal. Lost decals must be replaced by purchasing a new decal. 3. Accessibility Craig (ADA/EEO Specialist) reported on the status of various University projects that when completed will increase program/building access for disabled faculty, staff, and students. Some of the access issues being addressed were identified in the University commissioned study by "Building Analytics Incorporated." Those who want more information on this report should contact M.S. April 29, 1999 History: In 1995, the University decided to outsource its mail service operation. After an extensive process of internal data collection, benchmarking and operation assessment a Request For Proposals (RFP) was issued. The University negotiated, and awarded, a four year (2 initial with 2 successive 1 year renewals) contract to Pitney-Bowes. This contract ends 1 August 1999. Summary of the RFP for Mail Service Operations The period of the contract is 3 years from the date of award with 2 successive 1 year renewal options. NEEDS: (minimum) Outbound (US and international) mail services including: Delivery to appropriate carrier (except bulk mail) of all outbound mail and parcels received by 4 PM Manage bulk and reply permit services so that all mailing pieces comply with USPS classification Manage retail operations at SUB II to meet needs of departments, faculty, staff, students and other users in compliance with USPS guidelines. Provide stamp books for sale in bookstore. Coordinate and pickup of USPS mail and GMU mail drop off at post office. Provide comprehensive express mail services with flawless tracking system. Provide quality and effective mailing of outbound international pieces; including pick-up of large quantities upon request of dept. Inbound (US mail to departments) mail services including: Receipt and distribution of all properly addressed inbound mail and parcels on same day. Distribute student mail to student boxes by noon on same day of arrival. Assistance with forwarding or return of undeliverable mail. Secure, maintain and distribute keys for 3000 student mailboxes. Operate a secure package pickup point to support parcels received for students. Fairfax Campus mail On campus mail pick-up in AM will be delivered to on campus destination in PM. On campus mail pick-up in PM will be delivered to on campus destination the following AM. Commerce Building mail received prior to 2:30 will be delivered the same day. Other: They will provide expenditure tracking, performance reporting, and other operational activities to departments on at least a monthly basis. They will pick up international bulk mailing responsibilities when current contract expires in August. We received two proposals which will be reviewed next week and plan to make recommendation to Dr. Scherrens by June 1.
